A brief biography of the staff at The Returned Services League of Tasmania Headquarters.

Wayne Cargill
State Treasurer

Wayne joined the New Norfolk sub branch in January 1975 and was first elected to the committee in March 1976. He has held the positions of committee person, treasurer and honorary secretary. Wayne was awarded Life Membership of the League in March 1995. Wayne joined the Commonwealth Taxation Department in January 1965 and stayed until he took voluntary redundancy in November 2001. This is surely an excellent background for his current RSL position. Wayne attended National Service training from January 1969 until January 1971 where he served with 4th Field Regiment Royal Australian Artillery and saw service in South Vietnam. His other appointments include Honorary Auditor for the War Widows Guild and the state Ladies Women's Auxiliary. Wayne married Sue in 1976 (and boasts that he still is) and has one son.

David Skinner
State Pensions Officer

David is a Hobart born, bred an educated fellow and he has a good background in dealing with veteran issues. He was appointed to the Repatriaton Department in 1967 and left in 1992 after 27 years continuous service. During this time David worked in most areas of the Department up to the level of Determining Officer and Director of Benefits. For the last ten years he has operated the Horshoe Inn Hotel in Cambridge. He tells us he is looking forward to using his wide experience in veteran affairs to assist RSL veterans. David's hours of operation are generally from 9:00am to 2.00pm on Mon, Tue,Thu and Fri subject to attending cases outside the office. On Wednesday's you'll catch him on the Golf Course.

Tony Scott OAM JP

Tony is married with four children and has nine grandchildren. He joined the Australian Regular Army in 1967 and saw service in South Vietnam with the 1st Battalion Royal Australian Regiment in 1968. The Battalion was then sent to Malaya and Singapore for the next two years. After serving for 22 years, Tony resigned in April 1989.

After leaving the service, he joined the Australian Broadcasting Corporation in Hobart and worked in various areas including ABC Radio Sport. He continues to work as a statistician for ABC Radio Sport for AFL games played at Aurora Stadium, Launceston, Tasmania. Whilst at the ABC, Tony was introduced to the ABC Giving Tree and it was from there he founded the ABC Giving Tree Walk, Burnie to Hobart via Launceston which has been going for more than fifteen years and raises up to $300,000 dollars in donations and thousands of presents that help the major charities at Christmas. Tony left the ABC in 1998 to take up the position as State Secretary of the RSL in Tasmania, a position he held for four years.

He was awarded the Order of Australia (OAM) for his services to the community and veterans.

Noeleen Lincoln OAM

Noeleen has been involved with the RSL in Tasmania since 1991 and has had appointments through from Sub Branch Secretary/Treasurer to Vice President on the State Executive before taking up the challenge as CEO. Noeleen's career in the military spanned some 21 years and her service in the personnel administration field was recognized in 1991 with the award of the Order of Australia (Military Division). Noeleen has one adult son.
